    RULES AND GUIDELINES

    1.

Coach must stay on their side and/or half of field

    2.

No one is allowed behind the goals during the game

    5.

Trash talking among players is forbidden.
There will be no verbal warning issued.  A yellow card will be automatic

    6.

Our first concern is SAFETY.  It is better for the referees to be overcautious when safety is concerned.

    a.

in case of injury the referee will stop play immediately except if there is a breakaway toward the goal and the injured player is away from the action.  In such a case the referee will stand near the player and acknowledge the injury and also protect the injured player.  After the shot or goal or end run, play will be stopped immediately.

    b.

The injured player must leave the field and when play resumes a dropped ball will resume play.

    7.

When a yellow card is called, the player must leave the field of play and can come back into the game at the first substitution. Second yellow card for any given player during game play will result in an immediate red card and expulsion from the game.

    8.

When a red card is issued the offending player must leave the game and will be forbidden to play the following game.  Referees must notify the ref. coordinator and commissioner.

    9.

When a foul has been committed and the advantage rule is in effect the referee will acknowledge the foul by displaying the proper signal.

    10.

Goal keeper has six seconds to kick or throw the ball.

    11.

    SUBSTITUTION SITUATIONS

    Tournament Rule Addenda for 10-11

In addition to the rules listed above, the following additions are in effect for the tournament:

    • A team must have at least 9 players to begin to play the game. The opposing team does NOT need to play down. If additional players arrive after the start, they may be placed on the field during a traditional subbing opportunity.
    • All games ending in a tie at the end of regulation will be followed by one full 10 minute overtime (not sudden death).
    • If, at the end of the of the full 10 minute overtime the game is still tied, a penalty shoot-out will decide the contest.
    • A penalty shoot-out will consist of each team choosing 5 shooters and a goalie.
    • The goalie MUST have played either a full half of regulation, or the entire 10 minute overtime period.
    • The goalie may also be a shooter.
    • If the game is tied after the first 5 shooters from each team have taken their penalty shot, then 5 NEW shooters must be chosen by each team. However, each round of attempts then becomes sudden death…with the team ahead at the end of a given round being the winner of the game.

Thank you all for a good season, and all of your time and efforts! Help the children enjoy the tournament!

    Overtime Rules for 12-13 & 11-13 Girls

    • In the Event of a Tie at the end of regulation play, a sudden death 10 minute overtime period will be played.
    • If the overtime period ends in a tie, a series of consecutive shoot-outs will be held until a winner is determined.
    • Each shoot-out will consist of 5 players per team.
    • Shots will be alternated between teams.
    • Teams cannot use the same players for more than one shoot-out until all players have participated in a shoot-out.
    • Goalies for the shoot outs must have played during regulation play or the overtime period and can be substituted at any time during the shoot out.

    14-17 COED DOUBLE ELIMINATION TOURNAMENT

GAMES: 30-MINUTE HALVES; ONE 10-MINUTE SUDDEN DEATH OVERTIME PERIOD (IF NECESSARY); IF THE GAME IS STILL TIED AFTER THE OVERTIME PERIOD, THEN 5 PLAYERS FROM EACH TEAM SHOOTOUT.  THE SHOOTOUT GOALIES MUST HAVE PLAYED AT LEAST ONE 30-MINUTE HALF OR THE ENTIRE 10-MINUTE OVERTIME IN THE GOAL.  THE GOALIE CAN TAKE ONE OF THE PENALTY SHOTS.  1ST ROUND SHOOTOUT PARTICIPANTS MUST BE ON THE FIELD AT THE END OF PLAY.

ALL PLAYERS MUST PLAY AT LEAST 50% OF THE GAME UNLESS INJURED OR A PLAYER REFUSES TO PLAY.  (THIS IS A KIYSL RULE).

NUMBER OF PLAYERS:  7 VS 7 (IF ONLY 4 PLAYERS SHOW, THEN IT IS A FORFEIT) A TEAM CAN PLAY WITH 5 OR 6, BUT DON’T EXPECT THE OTHER TEAM TO PLAY DOWN.  THE DECISION TO PLAY LESS THEN 7 PLAYERS IS UP TO THE COACHES.  YOU SHOULD NOT PLAY DOWN A PLAYER JUST TO ALLOW SUBSTITUTIONS. THIS IS THE END OF THE YEAR TOURNEY.

TEAMS NEED TO BE READY TO PLAY WITHIN 10-MINUTES OF THE POSTED GAME TIME (OR COMPLETION OF THE PRIOR GAME ON THE FIELD- WHICHEVER IS LATER), OR IT IS A FORFEIT.

IF THE 5-PERSON SHOOTOUT ENDS IN A TIE, EACH COACH MUST CHOOSE ANOTHER 5-PERSON SHOOTOUT GROUP (NO REPEAT SHOOTERS; IF THERE ARE LESS THAN 10 PLAYERS ON EACH TEAM AT THE GAME, THEN THE 2ND ROUND OF SHOOTOUT PARTICIPANTS IS REDUCED TO THE LOWEST NUMBER THAT INCLUDES ALL PLAYERS ON THE TEAM WITH THE FEWEST PLAYERS – EXAMPLE IF THERE ARE 8 PLAYERS ON ONE TEAM AND 9 ON ANOTHER, THEN THE SECOND GROUP OF SHOOTOUT PARTICPANTS WILL BE THREE ).  IF STILL TIED AFTER THE 2ND ROUND OF PENALTY SHOTS, THEN THE SHOOTOUTS BECOME SUDDEN DEATH (EACH TEAM GETS EQUAL NUMBER OF SHOTS), AND THE COACHES CAN USE PREVIOUS SHOOTERS.

WINNING COACH – PLEASE CALL OR E-MAIL JOE ON 410-643-0119 WITH THE FINAL SCORE.   MY CELL IS 202-369-3202, IF THERE ARE ANY QUESTIONS.

IF THE FIELDS ARE PLAYABLE (CHECK WEBSITE) THEN THE GAMES MUST BE PLAYED.  "COACHES DISCRESSION" MEANS PLAY UNLESS THERE IS A SERIOUS SAFETY ISSUE.  IF WE HAVE RAINOUTS, THEN I WILL HAVE TO MAKE A LOT OF CALLS.  GOOD LUCK TO ALL!

    - Joe
